For plans, the link looks like
/signup/business/plan/[id]

But /signup is still accessible
What makes it worse is that anyone who signs up on that link automatically gets added to the highest plan with no fee.

A few options to deal with it, in order of least complex to most

1) Option to disable /signup entirely in the agency dashboard

2) Keep it enabled, but force a user to select a plan which has stripe billing enabled. If there are no plans with stripe billing enabled, the form cannot be completed and the user cannot self-register

3) Keep it enabled, but require the agency to activate the account and move it onto a plan before the business can use it. If the selected plan uses stripe billing, the business must fill out their payment details on first sign-in before accessing the tools.
